
NOTES OF MEETING WITH THE CIPRO – 25 May 2006
The following is a summary of the main items discussed at a meeting between representatives from various bodies, including CSIG, and the Acting Registrar of Companies and senior CIPRO staff.
1. CIPRO WEBSITE AND SPEED ACCESS
The acting chief information officer’s contract was ending in May. For continuity purposes, it has been extended for a further four months, in order to complete the project. There have been upgrades made on the CIPRO web server – a further four mega bytes that will be commissioned soonest. Telkom have installed all the equipment required and the project should be completed within four months.
2. CIPRO/SARS
The communication between SARS and CIPRO was proving to be problematic. Senior CIPRO and SARS staff met regularly though it was not clear if SARS was filtering down the information received from CIPRO. CIPRO has extended an invitation to SARS to attend the Liaison Committee Meetings in future.
3. ANNUAL RETURNS
The grace period for completing Annual returns will in all probability not be extended beyond the current period - CIPRO reminded that penalties for non-compliance will apply.
4. CIPRO RESTRUCTURE AND MANAGEMENT
The formal appointment of the CEO will need to be approved by parliament. The position of the Director General is being advertised.
5. OPERATIONAL ISSUES
The CK2 delays are caused to the large volumes received, and the shortage of personnel in the department. Overtime has been approved to alleviate the backlog.
CIPRO again reminded that revenue stamps are no longer accepted and should not be used on documents. The practice is still happening, most probably due to misinformation in that the forms still have space to “affix stamps”. All Forms will be re-designed in future.
6. ELECTRONIC CERTIFICATE
CIPRO has a working relationship with the Banking Council. The banks are accepting the e-certificates and there has been no complains from customers. FICA have stated that they will issue a practice note if it is requested by the banking association, which they have not received, however the banking association has requested them to align their act with the company’s act.
7. AMENDMENTS TO THE CC ACT
A CIPRO Practice Note was issued in this regard.
8. GENERAL
Questionnaires will be published on the CIPRO Website shortly - members are encouraged to participate in the surveys and provide the relevant critique and suggestions.
CIPRO will be embarking on a data cleansing project after an analysis, indicating inconsistency of data, was done recently. This cleansing process would ensure reliability of data across all platforms.
