NOTES OF THE MEETING WITH CIPRO –16 AUGUST 2007

The following is a summary of the main items discussed at a meeting between representatives from various bodies, including CSIG, and the Registrar of Companies and senior CIPRO staff.

1       CIPRO WEBSITE AND SPEED ACCESS

The speed access had improved somewhat although connectivity issues still exist.

The ICT department of CIPRO had noted the following:

  1. There was no direct attention given to the website issues in 2006;
  2. A skilled analyst had been appointed to assess and rectify connectivity issues;
  3. The ten new lines that were to aid the connectivity did not solve the problems and it was further discovered that the fault may be due to the new building’s electrical setup;
  4. With the CEO of the Registrar of Companies’ approval of a budget for the implementation of a workshop for troubleshooting, more changes will be taking place with regards to the website’s efficiency and reliability;
  5. The backlog as a result of the connectivity issues needs at least a month to be dealt with completely;
  6. Batch downloads for annual return submissions were being considered by CIPRO and if approved will enable ICT to upload clients full details and information to successfully lodge returns for more than one customer;
  7. The time frame stated to meet the ICT targets set before December 2008 may not be sufficient and it was noted that restructuring partners will be sourced from SETA to highlight and resolve the high priority issues at hand. CIPRO indicated that these issues will be posted on CIPRO’s website to inform customers of the prioritized areas that will be worked on;
  8. The CSIG await Contact details from CIPRO of ICT so that such could be sent to members so that they can directly inform the ICT department of any problems that occur during return submissions.

2       CIPRO/SARS

A meeting between SARS and CIPRO representatives was cancelled last minute due to SARS unavailability on the set date. ICT continued working with SARS on the submissions to SARS and CIPRO reported that the link was currently running effectively. The ICT representative noted that the ICT department was available to solve all problems that may occur and are brought to their attention. The contact details are still awaited so that such could be communicated to members.

3       ANNUAL RETURNS 

CIPRO noted that there was still a challenge on the Annual Returns submission. CIPRO also noted that:

  1. The annual returns system needs stability – the current system is being redeveloped;
  2. A date will be set for the launch of Close Corporations after the system is revised;
  3. A notice will be sent to all clients informing them, that they will be deregistered if the submission of annual returns of a company is not completed within the prescribed period in terms of the Act.

5       OPERATIONAL ISSUES

  1. The annual returns system needs stability – the current system is being redeveloped;
  2. CIPRO noted that they intended to fill all vacancies by October 2007or at latest end of the 2007 calendar year;
  3. CIPRO was meeting with Metro filing fortnightly to contribute to the improvement of the relationship and services between the two bodies;
  4. CIPRO will circulate a notice to Banks regarding the acceptability of company registration certificates that are being rejected by branches within banks;
  5. Emanuel Manyelo (Emanyelo@cipro.gov.za) is the contact person if the name you applied for has been rejected;
  6. The forms volume submissions schedule is attached to this report. The Strike in June had an impact on the backlog currently experienced;
  7. EFT allocations: CIPRO requested that members be reminded of the 16-digit code (full customer code + day/month/year +01)  needed when making payments into their account. Refer to CIPRO website (customer registration information for detailed information on such).
